As a parent I know that my kid(s) play all the time. My baby girl does little more than lay around right now. But the older one does nothing else than play all day. 😁
As grown-ups we often play too little. Playing is healthy, you improve skills or learn new ones and time goes by more quickly. Because playing is fun.
If you have trouble getting your team members to follow your quality guidelines, perhaps you could add a bit more gamification to the mix? Perhaps have an inofficial score board, where you list the achievements people had when refactoring ("John increases the scores of two modules by 23 last week" and "Maria's streak of grade-A pull requests is unbroken since 3 weeks").
Show them the fun in following your lead. That should make it easier.
